99.8 seem enough to try rebuild the archives using the rar recovery record; did you tried that?

When you rubuild/repaired the archive, winrar di say that has not enough data to repair all sector?

Also, did you rebuilt/repaired the archive or just tried to extract it? The repair step is required.
